I got the issue, due to WC updates woocommerce_before_add_to_cart_button hook is moved to new location in templates/single-product/add-to-cart/variation-add-to-cart-button.php.
But theme’s templates are not updated and it has same hook in old template. So you need to update your theme woocommerce templates.
