OrderConvo Pro: Only Admin User can see OrderConvo in Nav

Hello, Using default settings, if I set a user to Shop_Manager, the “OrderConvo” navigation is hidden. Only when I set the user to Administrator do they see “OrderConvo”.

Question:
1). Is this by design? No changes have been made to native WP/WooC settings for admin or shop_manager.
2). What setting does OrderConvo call? I can modify it for Shop_Manager if I can find it. I search for OrderConvo as a stand alone, but didn’t find. Ideally,

Thanks for guidance. Don’t really want the Shop_Manager to have Admin priviledges.
