I tried to do some debugging on this today with Safari console and iPad but it does not throw an error at all. (well is 404 bootstrap.css.map but I doubt that matters). I tried the plupload directly from their website
https://www.plupload.com/examples
and it works fine there on version 2.3.6 perhaps while your at it an upload of the libraries would be handy.
